Reservation for Upper caste: A hidden conspiracy..!!!
What can be done instead?
OBCs and Upper caste economically poor should
follow the path of social justice shown by leaders like Ambedkar, Mahatma Jyotirao Phule and
others and should fight for the creamy layer in open category. The enemies of
the upper caste poor are none but the well-off upper caste. Thus the
implementation of creamy layer in open category is at the forefront for the
justice of upper caste poor.
Background
Patels, Gujjars, Kurmis, Jats etc., fighting for
the reservation alongside OBCs is appreciable but at the same time a surprise
because it was the same so called upper caste who for decades projected
themselves as the UPPER CASTE and criticised the constitutional
safeguards and reservation policies provided for the backward castes and now it
is the same upper caste who have come down seeking the reservation under the Constitution.
Such an issue had been never witnessed during the
period when constitutional safeguards were introduced in the Constitution.
Slowly, as BC, SC, ST started growing politically, socially and economically,
the upper caste poor started feeling deprived of jobs, public and education opportunities.
Since the 1979's, well-offs from the upper caste through their leadership,
instigated the upper caste poor to drive the movements opposing the
reservation. Cancellation of reservations is not that easy. It is as good as
cancellation of right to life and Constitution itself. The Constitution of
India claimed “social change through social justice” to be its basic goal.
Reason for
provision of Reservation
Towards the goal of achieving right to equality and
to empower the socio-educationally backward sections, reservation had been
introduced, as a positive discrimination, in order to provide equal social,
political, cultural, educational opportunities to the backward castes and
communities. Yet, dalits and tribal are living in poverty for decades because
of lack of spending the budgets allocated for their development. They are the
majority among India’s 75 crore poor, thus there are recent developments
entitled to spend the budget allocated to them effectively, in the name of SC,
ST sub plan.

So far, in introduction of 27 per cent reservation
for OBCs only 7 - 8 per cent has been implemented effectively and the rest
20per cent is being constituted in the open category which has been dominated
and occupied by the upper caste.

Reason for
deprivation of upper caste poor
Thus, the 25% upper caste (alongside other BCs) has
been provided with nearly three-fold (70%) opportunities in the open category
and it has been witnessed that the majority occupancy is by the upper caste,
particularly the well-offs, thus depriving the upper caste poor from equal
opportunities. Further, with the speed of privatization in education,
employment and medical sectors, the opportunities are mostly confined to the
rich, depriving the upper caste poor of their opportunities. All this had led
to the dissatisfaction among the upper caste poor and in such faltering
desperation, they had started directing their frustration towards the BCs, in
the form of either opposing the reservation policies of BCs which enable them
to enjoy the privilege of reservation in spite of scoring less mark or
demanding reservation for themselves.
Solution
However, if all the upper caste poor are included
in OBCs, SCs and STs, the BCs will be deprived of their opportunities since the
upper caste poor are economically weak but not socio-educationally. Overall,
the open category will be dominated by the upper caste and reserved category by
the upper caste poor, thus nullifying the actual intention of provision of
reservation for socio-educationally backward classes i.e., an attempt to
transform them from marginalized to mainstream and empowering them
socially and educationally. The upper caste poor have to realise that they
are deprived of their opportunities not because of BCs but because of the upper
caste rich among themselves. Patels and Jats are demanding either for their
reservation or to nullify the whole reservation policy. There is a hidden
conspiracy rather than honesty and the upper caste poor have to realise this
because, neither way they are going to benefit.
The only way to safeguard the opportunities of
upper caste poor is to include creamy layer in open category thus safeguarding
both BCs and upper caste poor. Most of the occupancy in open category is by the
upper caste rich who constitute just 5-10% of the upper caste. Hence the
provision of non-creamy layer reservation up to 25% in the open category for
the upper caste poor will help them in achieving the goal of equality of
employment opportunities.
